Announcement of FLEX 2019-2020 recruitment in Fall 2018

 

About the FLEX program

The Future Leaders Exchange (FLEX) scholarship program is a long-term exchange program for Mongolian secondary school students to travel to the United States, live for one year as a member of a host family, and study in an American high school. It is fully funded by the U.S. government and administered by the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State. It is supported by the Mongolian Ministry of Education, Culture, Science, and Sports. Mongolia joined the FLEX program in 2017 in conjunction with the 30th anniversary of the establishment of U.S.-Mongolia diplomatic relations.

10 Mongolian students were selected in 2017 and 20 students were selected in 2018. Recruitment for the 2019-2020 academic year will start in September 2018. Anyone who meets the eligibility requirements below may apply.

Requirements for students wishing to participate in the program

The competition for the FLEX scholarship is merit-based and open at no cost to applicants who meet the following requirements. However, applicants are responsible for all costs associated with transportation to and from testing centers. Eligible applicants must:

  • Be born between January 1, 2002, and July 15, 2004
  • Be enrolled in a secondary school in grade 9, 10 or 11 at the time of application
  • Have an academic standing of good or better
  • Have previously studied English and demonstrate sufficient English language ability at the time of registration
  • Meet U.S. visa eligibility requirements
  • Be a citizen of Mongolia and able to receive an international passport

Selection process

Testing for FLEX 2019-2020 has been announced on August 15th and it will take place in between September 15 and November 10.

Representatives of American Councils will visit the cities of Mongolia:
Arvaikheer, Ovorkhangai 2018.IX.22-26
Khovd, Khovd 2018.X.13-17
Choibalsan, Dornod 2018.X.20-24
Ulaanbaatar city 2018.IX.15-16; X.6-7, 2018.X.27- XI.9 to conduct testing.
The selection process consists of three rounds of exams.

Applicants should come to the designated testing center at the time of initial registration and bring proof of eligibility (birth certificate), one recent 3×4 cm photo, and a pen.

All applicants will take a short English test (round 1). There are 16 multiple-choice questions that must be all answered in 15 minutes. Grammar questions covering a wide variety of rules and topics are of an intermediate level of difficulty.

Students also read a short text and answer questions about it. Students should be able to read and understand a 3-4 paragraph text in English with enough fluency to answer comprehension questions about that text in a very short period of time.

Those who pass the first test will write a composition in English (round 2). Students write essays in English that are read in Washington, DC. The results will be announced the day after second test. Essay questions are about real-life situations students have experienced.

Students’ level of English should be strong enough that they can write at least 5 paragraphs in English on a topic without a dictionary, mobile phone, or any extra materials.

Candidates must successfully complete the first 2 rounds of the competition before they receive final application materials, take a longer English language proficiency test, and are interviewed in English and Mongolian.

Independent panels of American professionals in Washington, D.C. will select program finalists and alternates. Selection will be based on merit as evidenced in a comprehensive application, teacher references, and demonstrated preparedness for a year-long exchange experience. English language proficiency is important but is not the sole element in selection.

Notice

    • Participant can only take a test at one testing place.
    • Phones are not allowed inside testing premises. If used, participant will be disqualified immediately.
    • It is advised to arrive at the testing locations on time, as participants will not be allowed to enter once testing starts.

As Round 2 will happen on same day as Round 1 (except Ulaanbaatar), it is advised to bring food and drinks to the testing center.
