The Asia Resilient Cities (ARC) Project is a Cooperative Agreement funded by the U.S. Agency for International Development (USAID). ARC works to address cross-cutting urban development challenges in secondary cities in Asia by promoting sustainable urban growth; supporting resilient, low-carbon urban infrastructure; and integrating climate change and environmentally-conscious approaches. ARC is implemented by JSI Research & Training Institute Inc. (JSI), with partners BRAC, DevTech Systems, Inc., and ICF Incorporated, L.L.C. (ICF).
ARC invites organizations who are currently implementing urban development programs in Mongolia to submit Applications to become an implementing partner for the ARC project in Ulaanbaatar, Mongolia. The implementing partner selected will support co-creating and relationship building with the city government; develop multi-sectoral work plans with the city government; and lead the country implementation activities with support from the larger ARC team.
It is anticipated that the subagreement will cover a 12-month period with a possibility of extension for another 6-12 months depending on the availability of funding. The maximum ceiling level for the 12-month period is US$ 300,000. Applications must be submitted in English.

A successful Applicant will be selected using the selection criteria included in the RFA.
Issuance of this solicitation, or the submission of an Application, does not constitute a commitment on the part of the United States Government (USG) or JSI, nor does it commit the USG or JSI to pay for costs incurred in the preparation or submission of an Application. The USG and JSI reserve the right not to fund any of the Applications received. All recommendations for funding are contingent on the approval of the USAID Agreement Officer’s Representative and Agreement Officer.
