Summary:                                   The U.S. Embassy in Mongolia is seeking eligible and qualified applicants for the position of Procurement Agent.

The work schedule for this position is:  Full Time work (number of hours per week – 40 hours)

Start date:  Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position:  No

Duties:

Procures a wide variety of property and services for U.S. Embassy Ulaanbaatar in accordance with relevant statutory and regulatory guidance. Executes procurement actions utilizing a variety of procedures including but not limited to Purchase Orders, Impress Fund (Petty Cash), Blanket Purchase Agreements (BPA), and Purchase Card, MSR (materials stock request) and Acquisition Management (AQM) requisitions. Surveys markets in Mongolia and other countries to locate most competitive suppliers. Solicits bids, reviews bidding, advises the General Services Officer (GSO) in selection of vendor/supplier. Prepares all necessary procurement documentation, places orders and instructs vendors on method of delivery. Coordinates with Receiving and the Budget and Finance Office when required for purchase order close out.

 

Qualifications and Evaluations:

EDUCATION:  Completion of two years of College or University studies is required.

Requirements:

EXPERIENCE:  

  • A minimum of 2 years of progressively responsible experience in contracting, procurement, or purchasing work is required.

JOB KNOWLEDGE:

  • Good working knowledge of administrative policies and procedures, and a working knowledge of sources (local and overseas) of supply for a wide range of commodities.

Evaluations:

LANGUAGE:  Level 3 (good working knowledge) English and Mongolian are required.  (This will be tested.)

SKILLS AND ABILITIES:

  • Impeccable ethical integrity. Extensive knowledge of local market practices, and the capability/reliability of local suppliers as well as local pricing customs and practices. Good working knowledge of mathematics. Strong communication and service-oriented interpersonal skills are required. Ability to work under pressure, set priorities, coordinate a variety of work assignments, and meet time-sensitive deadlines. Must be tactful and possess sound judgment and be able to identify and resolve problems with minimum supervision.

Qualifications:  All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.  The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
